Malakand Police

The cadre and rank of Deputy Inspector General of Police was introduced for Malakand Region in the year 1970. He is the premier head of the Police Force on Malakand Basis. So far 32 DIsG served in this Region. All paid utmost attention to streamline the Police Force in the Region regarding their duties.

Efforts have been made to make Malakand Police a Role model by infusing in the rank and file commitment towards cause discipline based professionalism.

Special Police Force has been introduced for the first time and has been a source of inspiration for all and sundry. No. of Police Stations was increased and made functional. Regional Enquiry Panel was established. While 15-Rescue was also put in place. Police has endeavoured its best in playing a vital effective role in the wake of operation Rah-e-Rast against the militants and other miscreants.

2.        POLICE — RANK & FILE:

           Past insurgency has damaged the infrastructure and Police Force while rendering services had been depleted. Fresh sprit was required to be inculcated and hence due to untiring efforts of my team in offices as well as in field, the force was rejuvenated and today it is again the same strong force that can face any eventuality.

           Prior to take my responsibilities at the climax level in Malakand, the whole force was scattered and no such rhythm of duties was prevailed. Particularly in the time of Operation Rah-e-Rast, Police were on the go. Most of the officials lost their hearts in performing their constituted duties. The law & order situation was null and void. Hence to rearrange and marshal the Police force, I furnished them a new spirit, gaining so much power to stand on their feet.

3.        TRAFFIC POLICE

           Traffic Department is the main root for the maintenance of smooth and regular means of transportation within and outside the city. In the recent past the whole system of Traffic was deadlocked and on the mercy of miscreants. Most of the key points were seen un-attended by the Traffic authorities. However drastic measures / steps were taken to re-shape and revitalize normalcy in the sector. Some of them are underlined as follow:-

i.  Rider system was introduced by selecting active staffer are responsible for keeping close watch in its assigned area.

ii.  To strengthen the functions of Traffic system duty points were up-graded upto 50.

iii.  Twenty (20) Ticketing Officers and 58 F.Cs are deployed at various routes for smooth flow of Traffic under the supervision of a Traffic Inspector as well as DSP Traffic.

iv.  An extra mobile pick up is also deputed for Traffic staff to enhance their performance as required.

v.  Duty duration has been prolonged upto 23:00 P.M.

In the sense the distinction made in the sector have won laurels so far and strenuous efforts are underway for its further enhancement and progress.

4.        RESCUE-15

           Rescue-15 is systematic and operational from time immemorial whenever the Police Force came into life in the entire country. It is the most rapid approach to receive and deliver messages in the time of emergency whether it is public or Police affair / problem. Immediate actions are taken after comprehensive investigation of the matter. So from the very beginning Rescue-15 is successful and are giving auxiliary attention to make it upto the mark in the on going situation.

5.        COMMUNICATION SYSTEM

           i.         Haider Base (Divisional Control Room):

Haider Base is operational on the basis of the whole Region. It is the main agency to gather information and instant messages. It is responsible for the quick disposal of various communication in the Region comprising of six districts i.e. Swat, Dir (Lower), Dir (Upper), Buner, Shangla and Chitral. Daily Situation Report is maintained via this stem. Any mishap or untoward incident occur in any part (districts) is promptly picked through Haider Base and forwarded accordingly. Furthermore it is the quickest and durable link amongst different officers of Police force. It works round the clock. Before my arrival Haider Base was near to perishing on the basis of its functions, hence it was felt with great concern to place it on new lines in connection with its performance for the redressal of grievances in the whole Region.

         ii.        District Control Room:

District Control Room which is a part of quickest means of linkages, is the axis and chief organ of Police Department in respect of its function and work. It is the main source of instantaneous information throughout the District, capable of extending its role in the entire Division. Whether it is Police or any other disaster it prolongs its hand in a flash.

Prior to this communication system in the Region especially in Swat was in operation but it was almost in a trembling position and there was no proper concept about its beneficiaries. Slowly and steadily when the situation took a U-turn on the paradise on earth (Swat), even a common man direly felt for a time to time information. Hence some extraordinary efforts were made to highlight the course of Tele-communication in the form of well-designed web site of Police. Some of the key roles are being put in place as under:-

a)  The first and foremost job of the communication branch is to convey or passed abrupt messages to all concerned i.e BDS staff, Investigation staff, casualty, Ambulance, Fire brigade as well as other relevant branches for rendering their services.

b)  To exterminate any ugly situation it maintains timely nakabandies at various junctures by keeping them informed instantaneously.

c)  Any telephonically information received from any quarter is promptly picked and forwarded accordingly.

d)  It keeps contact with all the District Mobiles round the clock to meet any eventuality.

e)  It retains close coordination with the PRESS whether it is Private or Govt. institutions.

f)  It plays its operation as a hub for the entire district.

g)  It extends it due role in provision of security to the general masses.

h)  Regular duty points are also monitored under the supreme directions of this wing.

i)  The essential department of Police which arranges required security measure for high delegates and visitors to the area and is traced upto the constituted destination.

j)  It is the foundation for interconnection with all the Districts of the Region.

In upshot, the major controlling agency which played its pivotal part during the recent tense and worst situations of the Region particularly Swat.

6.        SPECIAL POLICE FORCE (SPF)

In the wake of growing terrorism and turbulence in the area even the experienced Police officials lost hearts to keep their head up. Henceforth no support to balance the upcoming challenges. No magic to spell out for overcoming the spread of the hard nuts. A bit subsidy in the wave of terrorism gave way for thinking to devise a new wing in the form of Special Police Force to shoulder the  seniors in their obligations. Thereafter introduction / recruitment of community Police was arranged through out the Region. Their recruitment was based and limited to the areas which fall in their native Police Stations. They were regularly trained with special directions which injected new spirit in them for the safeguard of the area concerned and elsewhere. On one side the induction of Special Police Force paid superb for lowering the joblessness and on the other side controlling the unleashed disturbance in the Region. SPF being a new and talented generation displayed un-exhausting courage and bravado in various events, notwithstanding the facts several meet their martyrdom.

In a nutshell, the induction of Special Police Force did much beyond the expectation in rendering their services with the collaboration of regular Police, helping onward to boost the morale of the general masses.
